Elsevier Open Access Program
The program enables authors from the University of Applied Sciences in Tarnow (Akademia Tarnowska) to publish articles under the Open Access model without an Article Processing Charge (APC). This fee is covered under the national license.
The program resumed on May 20, 2026, with an allocation of 1,084 articles. Program funds can cover articles accepted for publication after the program’s resumption (after May 20); the date the article was submitted to the journal does not matter.
To participate in the program, the corresponding author from the University of Applied Sciences in Tarnow must indicate the appropriate affiliation (Akademia Tarnowska / University of Applied Sciences in Tarnow) in the article.
Which journals are covered by the program?
The program covers 1,120 Elsevier hybrid journals from the following collections:
- Biochemistry, Genetics and Molecular Biology,
- Computer Science,
- Engineering,
- Health Sciences,
- Immunology and Microbiology,
- Mathematics,
- Physics and Astronomy,
- and The Lancet group journals.

The program does not cover Gold Open Access journals or certain journals co-published by Elsevier under separate terms.
Important! The program covers only the publication fee, i.e., the APC (Article Processing Charge). It does not cover other fees, such as page charges, costs for reprints, color illustrations in print, or other additional services. The author must cover such fees using their own funds.
Article submission procedure
Upon acceptance of the article, the author receives the “Rights and Access” form, selects either subscription-based or Open Access publication, and indicates their institution.
For Open Access, the author selects a CC-BY, CC-BY-NC-ND, or CC-BY-NC license. If the author is eligible, the journal and article type meet the criteria, and the funding pool has not been exhausted, the system automatically applies a 100% APC discount.
The article then undergoes affiliation verification by the EOAP administrator; once approved, the APC is covered by the program. If the funding pool is exhausted, the author may choose to publish via the subscription model or pay the APC themselves. Choosing the subscription model does not affect eligibility to use the program in the future.
Springer Open Access Program
The program enables authors from Polish academic institutions to publish Open Access articles without paying an APC. Costs are covered by the national license funded by the ministry.
The program resumed on April 24, 2026, with a pool of 1,381 articles. Only articles accepted for publication after the program’s resumption are eligible for funding. A corresponding author wishing to use the program must indicate the appropriate affiliation (Akademia Tarnowska / University of Applied Sciences in Tarnow) in the article. This affiliation need not be the author’s sole affiliation. Co-authors’ affiliations do not matter.
Which journals are covered by the program?
The program covers:
- 1,913 Springer hybrid journals,
- 62 journals that transitioned from a hybrid model to a fully open access model after 2022,
- 20 ADIS hybrid journals.

Important! The program covers only the Article Processing Charge (APC). Costs for reprints, color illustrations, and other additional services are not funded. An exception is the journal Advances in Therapy, which charges a mandatory “Rapid Service Fee” that is not covered by the program.
Article submission procedure
Upon acceptance, the author receives the “Publishing and Rights” form, selects their country, and confirms their affiliation. The system checks the institution’s eligibility and the availability of the article pool. If the conditions are met, the message “Your article with open access – without costs” appears. The article is then forwarded to a local administrator who verifies the affiliation. Once approved, the APC is covered automatically, and the author proceeds to finalize publication. If the institution is ineligible or the pool is exhausted, the author may publish the article under the subscription model or pay the APC themselves. By default, the program offers a CC-BY license. If an author wishes to use the CC-BY-NC license, they must notify Springer Nature when submitting the article or immediately after submission.Journals with non-standard procedures Approximately 100 journals designated as “Non-standard” follow a separate procedure.
